You may try a few things to get full ADMIN privileges for the user.
 
1.     1:
2.     Open the “Run” box by pressing Windows Key + R.
3.     Type in in the box “net user administrator /active:yes” and click “Ok”.
4.     Close the “Run” box and restart your computer.

6.     Right-Click on Start and select Run.
7.     Type: netplwiz and click on OK.
8.     Select the user account and click on Properties.
9.     Click on the "Group Membership" tab, select Administrator, and click on Ok.
